Draft: Deprecate use of ephemeral keystore for keys known to be non-persistent
We had a conversation about this in a video chat several weeks ago. I think that some of the current relay code uses an ephemeral keystore this way. I'm not saying that getting rid of that is a release blocker, or anything, but I am saying we shouldn't do any more of this kind of thing.
Prompted by !2565 (comment 3097212) where "the secondary ephemeral keystore" is discussed. The existence of a "secondary ephemeral keystore" is precisely what I am intending to deprecate.
