Update rpc-docs-tool to work with latest nightly rustdoc

  • Update rpc-docs-tool to work with the latest nightly rustdoc.
  • Document that this tool requires particular versions of nightly, since the rustdoc json format is unstable.
  • Also, give a helpful (?) warning if the rustdoc json says that it is in a format which we might not recognize.
