CI: pip install chutney to get its dependencies

This should fix the current CI breakage @ HEAD, and avoid breaking again if and when chutney gets additional dependencies.

We might also want to pin the chutney commit now that its under heavier development, but leaving that for now in favor of unbreaking CI.
