More documentation about refining build process and getting help

This branch adds links to the build documentation for the rusqlite and openssl crates, in case you run into trouble there. It also tells you:

  • You might need pkg-config.
  • Where to find TROUBLESHOOTING.md.
  • Where to report bugs
  • How to report bugs anonymously
  • How to get a gitlab account
