tor-config-path: update `unix_literal` test to use `USER_HOME`

opara requested to merge opara/arti:cfg-addr into main

I think USER_HOME was intended here. Using HOME isn't necessarily incorrect (it would lead to a panic on .address().unwrap() if expansion was being used), but I don't think using HOME is testing the intended thing here.
