fix compiling fs-misstrust on tvOS

yaucprequested to merge
yaucp/arti:use-patch-pwd-grp into main

Similar logic to how iOS is handled currently, which means we don't compile pwd-grp on tvOS and do not call unsupported functions on tvOS
