Fix cbindgen CI

Something merged recently has changed the output of cbindgen, to produce fewer warnings than before. Our script checks for changes in the list of warnings, so the corresponding CI job has started to fail on main. This MR fixes that.

Additionally, this MR upgrades our CI to the latest cbindgen. Its outputs are no different than before, but we may as well.
