Added link to Tor specification in CONTRIBUTING.md

When trying to figure out one of the issues I was told to look at the Tor Specification, but when looking for that I found the Arti RPC book and assumed that was the Tor spec. I added a link to the Tor spec so that other first time contributors don't fall into the same issue.
