tor-proto: Don't allow consecutive XOFF messages

A very small part of #2129, but this is easy to do compared to the other cc_xoff_client, cc_xon_rate, etc checks.

Prop324 doesn't say anything about disallowing consecutive XOFF messages, but I think it makes sense to not allow this.
