arti config: Check that example config is exhaustive

Ian Jackson requested to merge Diziet/arti:config-test into main

This is the final piece of #457 (closed).

The amount of stuff I had to fix to get this test to pass IMO justifies the work in writing the test, and the fact that this is yet another config tree walker.
