Test oldest example configuration file

Ian Jackson requested to merge Diziet/arti:test-old-config into main

This is one of the early commits from !602 (merged). That MR is doing more complicated things and needs rework.

This MR is a test that will help verify the rework of !602 (merged) is correct, but it seemed most convenient to separate it out as I think it ought not to be controversial.
