make reproducible Windows build

building on linux reproducible builds, this implement Windows reproducible builds.
Considering the CI run for more than 20 minutes on builds, I made the job run only on schedule and tagged commits.
I can't configure schedules myself, someone with write access will need to do it.

I've also added a followup to !69 (merged) to use /dev/shm in CI following tpo/tpa/gitlab#110 (closed).
