Start implementing more data structures to hold Bridge descriptors.

This branch fills in some pieces of tor_guardmgr::bridge, and adds missing accessors to tor_netdoc::RouterDesc.

I've tried to explain my rationale in the commits as I went along, though there are places where other choices would make sense too.
