guardmgr: bridges config plumbing

Ian Jackson requested to merge Diziet/arti:guardmgr-config into main

Now GuardMgr::new and the new GuardMgr::reconfigure have access to 1. whether bridges are supposed to be enabled 2. what the list of bridges is anyway.
