Mark bridge and PT-related APIs as non-experimental.

Nick Mathewson requested to merge nickm/arti:mark-bridges-not-experimental into main

Since our next release will have working bridges and PTs in it, we can safely make all of these APIs "non-experimental" and include them in "full".

This branch additionally makes bridges and PTs available by default if you're building the arti CLI program.
