Refuse to run with bridges configured, but disabled in the build

Ian Jackson requested to merge Diziet/arti:bridge-require into main

Fixes #644 (closed)

This branch is on top of !874 (merged). If that gets too much rework, this one will gain conflicts, but the changes in the overlapping code are mechanical so I think this is tolerable.
