Proposal for hidden service notation

Conceptually part of !959 (merged). Might want to become part of it.

I am not wedded to the details.

I think these names are at the upper end of sensible length. If it were just me I would have probably used shorter names (K_hsid, K_ipa) but that didn't seem like it would be popular.
