Add more chutney networks to "make test-network" or such

The tor 'make test-network' script runs some chutney tests and makes sure they work.

We could get improved integration testing by including hidden services and pluggable transports and bridges, and IPv6 and mixed networks, etc etc, for instance. Some of these are available now, some would require chutney extensions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
