Package built-in networks as resources

Jim Newsome requested to merge jnewsome/chutney:built-in-nets into main

This allows chutney to be used with its built-in networks without referencing its source directory. This slightly simplifies usage and configuration. e.g. after pip installing the chutney package, CI that uses chutney no longer needs to also set CHUTNEY_PATH.
