CI: bump tor-commit

Primary functional change is to bump which tor-commit we're testing to pick up tor!845 (merged), which enables the IPv6 test networks in the test.

Additionally:

  • Move the cloned tor CI to a separate file for organizational purposes.
  • Switch to TPA-managed debian images. The same change was recently applied in tor's CI.
  • Use TPA's maintained snippet for configuring apt for our own CI. (Leave the tor-cloned CI as-is for now for consistency)
