Apply tor CI bookworm migration diff

This is needed to drop the physical runner tag, which appears to no longer be set for any runners.

While we're at it, apply other recent changes to tor's CI updating from bullseye to bookworm. This applies the equivalent of the patch generated from this diff in the tor repo:
