Fix Chutney after recent Tor changes.

Tor commits 1588767e and 4382e977 broke Chutney and we fix them here. See tor#40204 (closed) .

We need to move --list-fingerprint to the end because tor@1588767e turns --list-fingerprint into a CMD that accepts an optional argument, and Tor was feeding --orport as the argument of --list-fingerprint therefore breaking everything.
