renovate: replace matchPaths within packageRules

renovate_containerfile into main

Replaced the invalid fileRules with a packageRules entry using matchPaths to specify the Containerfile.

The renovate documentation online has some confusing examples around this.

Supposedly, the reviewers field should only be applied to any MRs that match the Containerfile.
