cargo: Use an official arti version

Clara Engler requested to merge cve/onionmasq:dev/cve/arti into main

This commit changes the arti version we are using from an arbitrary commit of the main branch from four months ago to an ordinary arti version released earlier this week.

Besides this, it also fixes some breaking changes in the tor_rtcompat crate.
