Setting a MSRV of 1.87 (and small package reversion to support)

following Arti policy as closely as possible, where Arti has an MSRV of 1.86, we will keep to 1.87 for historic reasons for this project and aim to converge next time they update.

Two packages had to have version rollbacks: time and typed-index-collections ip_from usage which was introduced only became stable in 1.91 so work around have been put in place with TODO MSRV reminders for later.

@cve setting you as reviewer since I had to adjust your package update and ip_from use to verify this still works as intended
