Onionmasq maven

The main reason for this MR is to fix the generated aars that end up in gitlab's package registry. The compiled .so was missing.

Moreover, this MR moves all rust related build tasks in one stage so that they get executed in parallel. Also APK and aar creation happen now in parallel. Both changes reduce the CI build time.
