Create TestingDirAuthVoteHSDir like TestingDirAuthVoteExit/Guard 

TestingDirAuthVoteHSDir ensures that authorities vote the HSDir flag
for the listed relays regardless of uptime or ORPort connectivity.
Respects the value of VoteOnHidServDirectoriesV2.

Partial fix for bug 14067.
