HSAuthoritativeDir man page entry is incomplete

The manual page's description of HSAuthoritativeDir does not specify:

• what hidden service descriptor versions such a directory will authoritate,
• what versions of Tor produce such descriptors, or
• what versions of Tor consume such descriptors.

It should specify all of those facts (until we're ready to stop documenting the HSAuthoritativeDir option and/or remove it from the Tor sources).

Version 0 descriptors only.

• what versions of Tor produce such descriptors, or
• what versions of Tor consume such descriptors.

See the Changelog for 0.2.2.1-alpha:

    - Hidden services no longer publish version 0 descriptors, and clients
      do not request or use version 0 descriptors. However, the old hidden
      service authorities still accept and serve version 0 descriptors
      when contacted by older hidden services/clients.

That means 0.2.1.x versions and older produce and consume these descriptors.

It should specify all of those facts (until we're ready to stop documenting the HSAuthoritativeDir option and/or remove it from the Tor sources).
