Restore documentation for the approved-routers file
The approved-routers file, in $DataDirectory, is read by directory authorities and contains !reject, !badexit and !invalid lines influencing their votes.
It's read by the function dirserv_load_fingerprint_file() [or/dirserv.c].
The file should be documented in the man page.

All that needs to happen here is for the stanza about the approved-routers file that was removed in 607724c6 to go back in, and then for the nickname parts of that to be noted as obsolete.
