Add a beta RUST_VERSION build to Travis CI

In legacy/trac#31859 (moved), we removed the beta Rust build to speed up CI.

We should add it back in, when we are actively developing Rust.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
