Copy chutney CI diagnostics to Tor's chutney job

In legacy/trac#32630 (moved), we improved chutney's CI diagnostics on failure. We should also run those diagnostics in tor's chutney CI job.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
