Reject relays running Tor 0.4.2, 0.4.3, and 0.4.4

Similar to #31549 (closed), #32672 (closed), and #34357 (closed) we should reject EOL versions at the directory authority level. This time version 0.4.2, 0.4.3, and 0.4.4 are concerned.

We started the whole process last week and have contacted all relay operators with a valid contact info so far. Additionally, we sent an announcement to tor-relays@.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
