dirauth: Add new Faravahar 2.0 back to code

We'll be in the next release removing the current Faravahar (#40688 (closed)) due to its network location at team Cymru. Sina, its operator, is in the process of moving it out and securing a new location.

At this point, we'll add it back into the code with fresh new keys and IP. This ticket tracks this effort.

Yes! We have just today updated the other dir auths so a majority believe in faravahar.

faravahar is currently not voting, so we don't confuse old clients, but we can fix that whenever we're ready.

I've been thinking to make up a branch for this ticket, but if you already have it under control that's cool too.
