Reject relays running Tor 0.4.5.x

Similar to previous tickets (e.g. #40480 (closed), #40559 (closed) and #40664 (closed)) tor should reject EOL versions at the directory authority level.

This time the 0.4.5 series is concerned, as this version reached EOL on 15th of February 2023 as per https://gitlab.torproject.org/tpo/core/team/-/wikis/NetworkTeam/CoreTorReleases (as read 2023-02-16T20:00:00Z).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
