i386 CI is flaky

The i386 job sometime fails ¹ ² depending on which runner take the job. TPA is aware of this issue and proposed a workaround based on using the tag physical on i386 jobs³. This has been deployed on tpo/core/debian/tor and seems to work, it should be done too for the single job this repository has which requires a 32b runtime.
