If ClientRejectInternalAddresses 1, do not try to fulfill requests to connect to an RFC6146 address
To fix problem #40857 consider to not fulfill requests to connect to an RFC6146 address as the exit is expected to deny it anyway by exit policy, at least as long ClientRejectInternalAddresses
is enabled (by default).
If a Tor Client ever wants experiment with connecting to NAT64 addresses, they still can try to do so in TestingTorNetwork
, which would disable this client-side blocking enforcement.
