Move CI to Debian Bookworm

ideally, you would use the :latest tag and not have to worry about updating that tag ever again. that does mean following our major upgrades announcement (scoop: trixie is coming up in april), but that's your call. i'm going to propose retiring bookworm some time in 2026.

you should also look at chutney: it also uses our bullseye container image.

Please don't use the :latest tag, it's not supported for the base images and probably doesn't even exist. The correct tag to use for this would be :stable.

I think we want to define the version and bump it ourselves - there was quite a few changes to make just with this Bookworm transition and we don't want CI to change "under us".

I'm fine with this, as long as you are fine with the images you're using eventually going away (after plenty of warning, of course) completely. :)

All done here for 0.4.8 and main as prep. for release tomorrow.
