Reject relays running Tor 0.4.8.x

Similar to several previous tickets (for instance #40896 (closed)) tor should reject EOL versions of tor at the directory authority level.

According to my understanding of SupportPolicy (as read 2026-03-20T20:00 UTC), the tor version 0.4.8.x shall be considered End of Life (EOL) three months after the version 0.4.9.x was released or when the Tor Browser upgraded to this new stable release.

• Tor version 0.4.9 was made stable on February 12, 2026 according to tor-0.4.9.5 changelog.
• The stable Tor Browser also upgraded to use Tor version 0.4.9 back in February, according to https://blog.torproject.org/new-release-tor-browser-130/.

Therefore it is now about time to start considering the work to deprecate the EOL tor version 0.4.8.x (and update the wiki page for CoreTorReleases).

The fix for this issue here should however not go live until after 2026-05-16, when three months have past since the stable Tor browser upgraded to the new stable tor release.
