Reject relays running Tor 0.4.7.x

Similar to previous tickets (e.g. #40480 (closed), #40559 (closed), #40664 (closed) and #40760 (closed)) tor should reject EOL versions of tor at the directory authority level.

According to my understanding of https://gitlab.torproject.org/tpo/core/team/-/wikis/NetworkTeam/SupportPolicy#types-of-releases (as read 2023-12-03T18:00 UTC), the tor version 0.4.7.x shall be considered End of Life (EOL) three months after the version 0.4.8.x was released or when the Tor Browser upgraded to this new stable release.

Tor version 0.4.8 was made stable on August 16th, 2023 according to https://gitlab.torproject.org/tpo/core/team/-/wikis/NetworkTeam/CoreTorReleases, which is now more than three months ago.
The stable Tor Browser upgraded to use Tor version 0.4.8 back in October, according to https://blog.torproject.org/new-release-tor-browser-130/.

Therefor it is now about time to start work to deprecate the EOL tor version 0.4.7.x (and update the wiki page for CoreTorReleases).
