Rename or remove _UseFilteringSSLBufferevents option

_UseFilteringSSLBufferevents should be renamed (to UseFilteringSSLBufferevents) or removed.

(Not marking this ticket as ‘easy’ because deciding whether to rename or remove this option is not necessarily easy.)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
