We say GMT when we should say UTC

In several places throughout the codebase and specifications, we say "GMT" when we ought to say "UTC". Nearly all of these are trivial to replace, except for our "parse_rfc1123_time" and "format_rfc1123_time" functions, where we apparently depend on the exact string GMT. Everything else can change.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
