Prop 312: 3.2.1. Test Address torrc Option Configurations
This branch adds unit tests for the IPv6 case and IPv4/IPv6 mixed case for find_my_address() interface done in #33233 (closed).
Series of small bugs were discovered that each have a commit and a detailed description in the message.
