Draft: Prop328

This code implements the first version of prop328 (#40222 (closed))as described in torspec!31 (merged) .

The metrics supported in this version are:

• Out-Of-Memory stuff

• TCP port exhaustion

• Dropping onionskins

• DNS timeout

• Read rate-limit

• Write rate-limit

• FD exhaustion
