Restart PT's when the process dies

Alexander Hansen Færøy requested to merge ahf/tor:bugs/33669_v2 into main

These patches makes it easier to track state changes from the log-files when there are issues with PT's in Tor. Additionally, we mark PT's for restart if they fail under us.

Let's not merge these until the AC team have taken a look at them
