Implement proposal 301-dont-vote-on-package-fingerprints.txt

Nick Mathewson requested to merge nickm/tor:no_consensus_on_package_lines into main

This commit adds a new consensus method which, when present, causes authorities not to consider package fingerprints when computing a consensus. It builds on earlier work which dropped support for putting these lines into the votes.

You probably won't want to merge this until 0.4.9, since it is technically a new feature and 0.4.8 is in rc.
