ht.h: fix HT_NDEBUG

This may be unorthodox and somewhat trivial for a first Tor contribution, but this MR fixes using ht.h independently of Tor functions. The purpose of such functionality involves drafting changes outside the Tor subsystems and for potential usage in external projects.
