What is the correct way to send backpressure for BEGIN messages?
This came up on arti (arti#1189 (closed)) for an onion service rendezvous circuit, but I imagine that exit relays will have the same issue:
Do we currently specify a way to apply backpressure on the number of incoming BEGIN messages? If not, could we?
