Update proposals and specifications to remove DNS timeout causing general overload

tor#40527 (closed) dropped DNS timeouts as general overload signals. We should update proposal 328 and the dir spec accordingly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
