One question for the reviewer to answer is, "should this be a proposal"?

Another is, "Should there be a consensus parameter to migrate to this new value in C tor?"

FWIW, I am recommending 490 here since that's the upper limit from prop340. If we instead recommended "the maximum that will fit in the relay message", we would later introduce a side-channel once prop340 was merged.

I think this is good. In fact, if this is just a #define change in C-Tor, I think we should do it, and even backport it.

@dgoulet - please have a look at this before Thursday to discuss that.
