Add a new high level overview of how tor works.

This provides a top-level document that explains, briefly, what the pieces of Tor are and how they fit together. It links forward to the other pieces of the documentation that give more detail.

@Diziet Perhaps this should be merged into spec/README.md? If you think so you have my blessing after this is merged; for now I'm trying to avoid conflicts.
